All owners in a tenement block are responsible for repairs to the communal parts of the building (eg roof, stonework, downpipes, drains, stairwells). If owners fail to agree on a repair, any one of them may request the City of Edinburgh Council to issue a Statutory Notice. This will inform owners that if they do not carry out an essential repair the Council itself will arrange for the repair and pass the cost (including the Council’s own administration charge) on to all owners.
