Bicycles in stairwells and closes can cause friction between neighbours. Securing a bicycle to the bannister rails is not a safe option as the rails are made of cast iron which is very easily snapped. The only secure place is within your flat unless some proper provision has been made.The fire services do not normally consider bicycles to be a fire hazard, and so will not require their removal unless they physically obstruct access.
